| Arnold Schwarzenegger Seeks to Double Lottery Profits |
California Governor Arnold Schwarzenegger calls the California lottery an 'underperforming asset,' and thinks lottery profits must be increased. This goal might be realized in for instance playing the lottery online or inserting your credit card into a machine to buy tickets instead of waiting in line in a convenience store. The lottery in California is stifled by restrictions that voters put when they approved it back in 1984. The rules, which A. Schwarzenegger wants voters to abolish in a November ballot initiative, require 34 percent of revenues to be devoted to education, and at least half to go toward prizes, with the rest for administration of the lottery. To make the governor's proposal come true, the state would have to start selling tickets in places like launderettes, cinemas and airports, analysts predict. Joan Borucki, the lottery director, says the state would surely consider the possibility to install self-serve terminals in popular retail outlets that accept credit cards and offer new games with poker and blackjack themes.
